TWS-065MR The Sword of Progression
Question: How does this card work exactly? And do I get to choose 0 or 1 the first time I play this?
Answer: The Comprehensive Rules has been updated to specify that if the number of options is uncertain at the point you are to choose the options, then you are to determine the value at that time. So yes, with this update, you get to choose up to 1 option (Draw a card.) the first time you play the card. Also, as the card text has written, you must choose options in chronological order without skipping any option, so the fourth option can only be chosen if X is 4 or more.

Question: Can I play this card for the second option even if I do not control three entities? Also, can I target my magic stone and my two rulers?
Answer: No, you need to have three legal targets before you can play this card for the second option. Though a magic stone can be targeted, rulers are not entities so they cannot be legal targets for this card.

Question: What happens if I name a card and the card is not in my deck? Will this end in a draw game since it will be in a loop that nobody can stop?
Answer: If you don’t reveal the named card, you’ll end up removing your entire deck from the game. You don’t lose the game at this point, but will lose the game the next time you need to draw during your draw phase.
